2014 Application Information for Confucius Institute Scholarship

Harbin Engineering University (abbreviation HEU), founded in 1953, is located in Harbin, ice city, near beautiful Songhua River. HEU is one of the first key universities in the national “211 Project” (to set up 100 national key universities in 21st Century) and in the national "985 Project" advantage subject innovation platform construction, and the first batch of key constructed universities in china having graduate school. HEU has major personnel training and scientific research in the field of shipbuilding engineering, ocean exploration and nuclear energy application. HEU has established wide and substantial partnerships with more than 100 well-known universities and research institutions, such as California University, Berkeley(U.S.A),the University of Sydney(Australia),Far Eastern State Technical University(Russia),Hokkaido University(Japan),world top five Marine & offshore classification societies, the International Atomic Energy Agency (IAEA)etc. In 2006, HEU was approved one of the key universities with CSC scholarship for international students; In 2012, HEU set up “Confucius Institution” in Ukraine Southern Normal University; In 2013, HEU was approved one of the universities with Confucius Institute Scholarship; In 2011, HEU was authorized as a HSK IBT test site in Heilongjiang Province approved by Hanban .    

Harbin is the city where people can speak Mandarin most standardized among all the province capital cities in China. The city is known as the cradle of announcers. Depending on the geographical advantages, HEU has gradually established the system of teaching Chinese as a foreign language with the characteristics of Engineering College. Now, there are totally 33 full-time teachers as well as part-time teachers in HEU. Since 2008, HEU has established undergraduate major in Chinese Language and Literature. HEU has launched substantive students joint training projects with more than 10 universities in countries such as America, Russia, Ukraine, Korea, Mongolia, Thailand and etc. “Chinese wind” magazine edited by international students and “Chinese Culture Contest” hosted every semester provide students with a stage to show their progress in Chinese study. HEU has successfully hosted CCTV “Chinese Bridge” Chinese Proficiency Competition for four times and 7 students ranking national top 100 in final.

Applicants should achieve a score of at least 180 on the HSK (level 3) and at least 60 on the HSKK (primary level), or complete their study at a Confucius Institute for over 120 hours.

Applicants should achieve a score of at least 120 on the HSK (level 2) and at least 40 on the HSKK (elementary level), or complete their study at a Confucius Institute for over 60 hours.

Applicants shall be non-Chinese citizens in good health, aged between

16 and 35(Chinese language teachers in post shall be aged below 45).

Note: Applicants with HSK and HSKK scores will be given priority to all categories of scholarships. Winners of the finals of the “Chinese Bridge” Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students in China shall arrange their applications in accordance with the prize specifications. Repetitive applications are invalid.

II. Scholarship Coverage and Criteria

1. Scholarship winners are exempt from registration fees, tuition, fees for basic learning materials, accommodation fees on campus, and are provided with a one-off resettlement subsidy, monthly allowance, outpatient medical service and comprehensive insurance for foreign students studying in China.

2. Monthly allowances are at the following rates (CNY Yuan per month):                

A. CNY 1,400 for One-Academic-Year Students;                                  

B. CNY 1,400 One-Semester Students.             

3. The one-off resettlement subsidies are at following rates (CNY Yuan per month):                                                                        

A. CNY 1,500 for students who will study in China for one academic year or more;          

B. CNY 1,000 will be provided to all students who studies in China for one semester;

C. the one-off resettlement subsidy will not be provided to those who have studied in China for more than half a year before being enrolled.

III. Application Procedures

1. From the issue date of the Procedures, applicants should log on to the Confucius Institute Scholarship website at http://cis.chinese.cn, set up an individual account, complete and submit the Confucius Institute Scholarship Application Form online. Note: Applicants who apply to study at Harbin Engineering University should choose it as their first choice.

The deadline is 18th April, 2014.

2. Print out the Confucius Institute Scholarship Application Form and submit it to their recommending institution along with other application materials. The recommending institutions shall exam the qualification and application materials of applicants, and submit the list of recommended applicants to Hanban.

The deadline is 25th April, 2014.

The recommending institutions as follows:                             

A. Confucius Institutes (independently set-up Confucius Classrooms)       

B. overseas Chinese test centers                                      

C. educational and cultural offices (sections) of Chinese embassies (consulates)    

D. institutions of higher education in those countries with no Confucius Institutes

3. Hanban will organize an expert panel to make the final selection, and announce the name list of successful applicants on the Scholarship website. Hanban will also inform the host institutes and the recommending institutions, which will inform the applicants.

The date is in the middle of June, 2014.

IV. Application Documents

1. Application form for Confucius Institute Scholarship: log on to the Confucius Institute Scholarship website, fill in and submit the form online; then print and submit it.                                                              

2. Hard copy of Passport Photo Page.                                              

3. Hard copy of HSK and HSKK Result Report. (If the applicants have not obtained the HSK result report, they can temporarily submit HSK ticket number and other Chinese proficiency materials, but applicants must be in submission of formal admission HSK result report when they arrived at university.)                  

4. Notarized highest education diplomas attained or proof of study.

5. Application Statement: stating applicant’s Chinese language learning background, study plan and aim in China. It shall be written in Chinese and no less than 800 words.                         

6. Reference Letter and Letter of Commitment. Students attending Chinese language programs of universities in countries with no Confucius Institutes established shall attach a reference letter signed and issued by the university President.

7. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.

8.Applications under the age of 18 shall submit relevant legal documents of entrusted legal guardians in China.                                                           

9.Winners of the finals of the “Chinese Bridge” Chinese Proficiency Competitions for Foreign College Students and for Foreign High School Students in China shall submit the scholarship certificate. Winners of preliminary rounds of the “Chinese Bridge” Proficiency Competitions in their countries shall provide award proof and reference letter provided by the organizers.                                                           

10. Chinese language teachers shall submit certificate of employment and recommendation letters provided by institutes they work for. 

V. Entrance and Annual Appraisal

1. The scholarship winners shall register at the host institutes before the deadline set by the institutes. Scholarships will not be kept for those who do not register on time without reasonable cause.                                       

2. Scholarships will be cancelled for those who cannot pass the health examination.
