In order to strengthen mutual understanding and friendship between the Chinese people and people from the whole world, and to develop cooperation and exchange in fields of education, science, culture, economy and trade between China and other countries, Chinese government has set up a series of scholarship schemes to sponsor international students and scholars to undertake studies and research in Chinese institutions of higher education.
I. Categories of Applicants and Duration of Scholarship

II. Application Duration
From December 15, 2022 to January 31, 2023
The applicants should fill in the online application completely only, and DO NOT post the paper application documents. It is advised not to submit application materials during the University's winter vacation, from January 9 to February 6, 2023.
III. Eligibility
1. Applicants must be non-Chinese nationals in good health.
2. Age limit, educational background and language required:
a. Applicants for master's degree studies must have a bachelor's degree or equivalent and be under the age of 35;
b. Applicants for doctoral degree studies must have a master's degree or equivalent and be under the age of 40.
3. Applicants who apply to use Chinese as professional teaching language must have a language proficiency of HSK Level 4.
4. Excellent academic results in study (75 of 100 at least).
5. Applicants should have good ability in scientific research.
6. Applicants should not apply for any other scholarship.
IV. Details of the Scholarship
1. Including registration fee (400 Yuan RMB), tuition fee (99000-168000 Yuan RMB), and on-campus accommodation fee (25200-52800 Yuan RMB);
2. 800 Yuan RMB per year for Comprehensive Medical Insurance;
3. Monthly living allowance is granted to the candidates (Yuan RMB per month):
Master's degree candidate: 3000 Yuan RMB
Doctoral degree candidate: 3500 Yuan RMB
NOTE: The scholarship does NOT COVER international air tickets and transportation and living expense for family members.
V.Application Materials
The applicants must fill in and provide the following materials truly and correctly (all paper materials should be one set of original notarized and one set of common copy).
1. All the applicants apply for Chinese Government Scholarship (CSC) are required to finish TWO ON-LINE APPLICATION SYSTEMS.
(1) CSC On-line Application (in Chinese or English).
Those who are available for online application shall fill in and print the application form after submitting online.
a. The CSC Online Application System for Study in China is available at http://studyinchina.csc.edu.cn(To choose STUDENT log-in, and chooseType B).
b. HEU university agency number is 10217.
(2) HEU On-line Application (in Chinese or English).
The HEU Online Application System for Study in China is available at http://issp.hrbeu.edu.cn.
Those who are available for online application shall fill in and print the application form after submitting online.
2. Passport copy. (All the applicants MUST provide a copy of ORDINARY passport. If the validity of the applicant's current passport does not meet the requirement (meaning the passport expires before September 2023), please apply for a new passport before submitting the application.)
3. Notarized highest diploma (notarized photocopy). If applicants are university students or already employed, they should provide a pre-graduation certificate or employment certificate. Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations;
4. Academic Transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university's academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English.
5. A study plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; the proposal of a doctoral student shall be signed by the applicant’s Chinese supervisor Study plan format.doc.
6. Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, evaluation of applicant’s comprehensive abilities and future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad (written in English or Chinese with signature);
7. Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for other language-taught programs shall provide relevant language proficiency certificates according to the universities' requirements, like IELTS or TOFEL report;
8. A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant) Physical examination form.pdf
The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
9. Non-criminal report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
10.Application fees are NOT required for Chinese government scholarship.

Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.

VI. Approval and Notification
1. HEU will review all the application materials and is authorized to make necessary adjustments on specialties and duration of study. The application will be seen as invalid and will not be processed if the applicants are not qualified or the application materials are inconsistent with the recruitment regulations or are incomplete.
2. Applicants are encouraged to contact the professor prior to application and please enclose the relevant admission or recommendation letter if there is.
3. Scholarship applicants accepted by HEU will be officially awarded the Chinese Government Scholarship with endorsement from CSC and submitted to MOEC for the record.
4. Applicants are not permitted, in principle, to change their supervisors, specialties, institutions, or the duration of study specified in the Admission Notice after registration.
5. HEU will send Admission Notice and Visa Application Form for Study in China (JW201) to the relevant dispatching authorities by July 31, so as to have these documents forwarded to the awardees. The scholarship results will be announced on http://studyheu.hrbeu.edu.cn
6. Applicants who cannot register before September 30 are regarded as giving up the scholarship.
