The Chinese Government Scholarship Program is to sponsor the international students and scholars to study and research in Chinese universities or colleges. The establishment of the scholarship is to enhance the mutual understanding and friendship between Chinese and people all over the world. As for further deepening China-Russia strategic partnership, promoting bilateral education exchange and the cooperation, enriching the content of cultural exchanges mechanism, the program has also set up special scholarship for China-Russia cultural exchanges.

Ⅰ. Categories of the Scholarship

According to the categories of applicants, the scholarship is divided into the graduate scholarship and the PhD scholarship.

Ⅱ. Details of the Scholarship

Free fees in terms of registration, tuition, laboratory, internship and basic learning books; providing campus housing, living expenses, outpatient medical services, comprehensive medical insurance for international students and one-off settlement subsidy for new students after registration.

1. Medical Treatment Fees

Outpatient medical treatment service: the same outpatient medical treatment service as Chinese students;

Students comprehensive medical insurance: to insurance in Beijing branch of Ping’an Insurance Company, which will undertake the hospitalization expenses of students’ serious illness in hospital, hospital care fees, death compensation, and so on, all could be paid by a third costs.

2. Basic Learning Books Fees

All the books are for basic learning, not including reference books and dictionaries.

3. Living Expenses

Monthly living allowance is paid to the students by the International Students Section at the following rates (CNY per month)

⊙Bachelor degree students: CNY 1,400

⊙Master degree and ordinary training students: CNY 1,700

⊙Doctoral degree and advanced training students: CNY 2,000

4. One-off Settlement Subsidy

CNY 1,000 is for one term study students; CNY 1,500 is for one or more than one term study students.

Ⅴ.Application Eligibility

Education background required and age limit:

⊙Applicants for master degree studies must have bachelor’s degree and be under the age of 35;

⊙Applicants for doctoral degree studies must have master’s degree and be under the age of 40.

Ⅵ. Application Documents

The applicants must fill in and provide the following documents truly and correctly and completely (in duplicate).

1. Application Form for Chinese Government Scholarship (filled in Chinese or in English). All applicants for this scholarship are required to fill in and submit the online application form. Applications through other methods are not accepted by CSC. Please print the application form after submitting it online. The CSC Online Application System for Study inChinais available on

2. Highest diploma (notarized photocopy): If applicants are university students or already employed, they should also provide documents of being university students or on-post employees. Documents in languages other than Chinese or English must be attached with translations in Chinese or English.

3. Applicants for master or doctoral degree studies also need to provide relevant notarized transcripts. Transcripts in languages other than Chinese or English must be attached with translations in Chinese or English.

4. A study or research plan in Chinese or in English with signature (no less than 800 words).

5. Applicants overseas for master or doctoral degree studies must submit two letters of recommendation in Chinese or English by professors or associate professors.

6. Passport copy.

7. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies inChinalasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.

The materials mentioned above should be submitted to the International Students Section of HEU beforeFebruary 28, 2012by applicants, and not returned.

Ⅶ. Scholarship Management

1. Registration for New Students

(1) TheCollegeofInternational Cooperative Educationshould be carefully checked the content of “Expected School Scholarship Students List”, “The Scholarship Registration Form”, if there are any mistakes in the list, directly correct it. Registration form must be signed by the students. Both the new and old students should be registered.

(2) The new students are required to provide the passport number in the registration form.

(3) Registration deadline: a. Before September 19; b. Before October 14.

As for the students who register after October 15, won’t be approved; if there are special reasons, the university shall explain the situation to CSC, so that the students’ funds can be given regularly.

(4) TheCollegeofInternational Cooperative Educationshould submit the “Expected School Scholarship Students List”, “The Scholarship Registration Form” to International Exchange & Cooperation Office on September 20, and October 15. The International Exchange & Cooperation Office submits the materials to CSC.

2. The Payments of the Scholarship

(1) The living expenses will be given monthly since the date of the students’ admission.

(2) The new students, who register before the 15th of the month, will be given the full month living allowance, for those who register after the 15th of the month will be given the half month living allowance.

(3) The living allowance of graduates will be given until the 14^thday after the date of graduation.

(4) As for the suspension, withdrawal or complete the schooling students, their living allowance won’t be given since the next month;

(5) The living allowance will be given as usual during the school holidays; the scholarship students who didn’t get the living allowance during the internal school holiday vacation will be given when they are back to school;

(6) If the scholarship students leave more than one month, in the case of leaving without permission and not registering on time, leaving or absent with non-health reasons, their living allowance won’t be given for the month. As for the scholarships students who should be punished, their living allowance will be changed in accordance with the punishment.

3. The Transfer and Change of Major

(1) The scholarship students can’t transfer or change the majors in principle.

(2) Extending Expiring Date of Scholarship

An application for extending expiring date of scholarship and continue to study in HEU, the students should fill out the “Application Form for Chinese Government Scholarship Extending Expiring Date”. The students’ tutors and their college need to sign comments and submit the materials to International Exchange & Cooperation Office. The International Exchange & Cooperation Office submits the materials to CSC.

(3) According to the requirements, the Chinese government scholarship students, who need to attend the Chinese course, should get certificates of HSK or the Chinese Proficiency Test organized byHarbinEngineeringUniversityafter they finished the Chinese courses. Then, with the approval of their college, they study their major. As for the students who failed the test, allowing studying the major for one year but they must get the certificate of HSK or the Chinese Proficiency Test organized byHarbinEngineeringUniversity. If they failed to get the certificate, they will be back to their country as training students.

The International Exchange & Cooperation Office will keep the explanation authority for this brochure.
