The Ministry of Education and Heilongjiang Province have worked together, to set the Scholarship Program for International Students from Eurasian Countries in accordance with the spirit of the National Education Conference, and with the Guidelines of Building a Leading Country in Education, so as to accelerate the education development in the new northern frontiers, to advance the opening-up of Heilongjiang Province, to deepen the educational exchanges and cooperation with Eurasian countries, as well as to push forward the joint efforts in the Belt and Road Initiative.
According to the Program, from 2026 to 2029, funded openings will be accessible to international students from Eurasian countries including Russia, Republic of Belarus, Ukraine, Georgia, Armenia, Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan, Turkmenistan, Moldova, Azerbaijan and Mongolia. Each year, among these openings, 20 are allocated to undergraduate students, 100 to master’s students and 30 to doctoral students, with the fundings fully covering such fees as tuition, accommodation, living expenses, and comprehensive medical insurance.
